  • the electricity bill must be in the claimant’s name (or their partner’s).

1. Core Group (Pensioners)

Eligible if the claimant (or their partner) gets the Guarantee Credit element of Pension Credit.


2. Low-Income Group (England & Wales)

Eligible if the claimant (or their partner) gets one of the following qualifying means-tested benefits:

  • Housing Benefit
  • Income-related ESA
  • Income-based JSA
  • Income Support
  • Savings Credit element of Pension Credit
  • Universal Credit

2025/26 update (England & Wales): the scheme no longer uses a “high-cost-to-heat” property threshold for Core Group 2.


Disability and Eligibility

Disability benefits alone do not guarantee eligibility.
However, disabled households are more likely to qualify because:

  • They often receive qualifying means-tested benefits
  • They typically use more heating
  • Some rely on medical equipment
  • Time spent at home is usually higher
