What has changed with the Timms Review?

The Timms Review has moved into a new phase. Having concluded its initial evidence-gathering stage, it is now actively developing proposals for how PIP could work in the future.

  • Phase one (completed): Concentrated on understanding experiences and examining evidence. It received 38,713 responses from disabled people, carers, organisations, and experts, alongside more than 130 community-led “Workshop in a Box” sessions.
  • Phase two (current): Focuses on developing concrete recommendations and testing how those proposals might work in real life before submitting the final report in autumn 2026.

Purpl tip: If you submitted evidence earlier this year, these workshops represent a completely separate stage. You are still eligible to register your interest.

Bridging policy and practice: managing the extra cost of disability

PIP is designed to contribute towards the extra daily costs associated with living with a disability or long-term health condition. While policy reviews take time to deliver structural change, practical savings can help lower daily costs immediately.

Who can apply and how are participants selected?

Eligibility

  • Open primarily to disabled people and people with long-term health conditions.
  • You participate in a personal capacity. Lived experience with PIP is preferred, but you do not need to be a current recipient.
  • No prior experience with government policy, consultations, or reviews is required.

Selection process

Because overall capacity is limited to 20 participants per session, applying does not guarantee a place. Selection is initially random, followed by balancing checks to ensure representation across:

  • Geographic locations
  • Health conditions and disabilities
  • Personal backgrounds and characteristics

Selected participants will be notified via email by 4 September 2026.

Accessibility and reasonable adjustments

The DWP is committed to making reasonable adjustments so potential participants are not disadvantaged during the application process or the workshops themselves.

Adjustments during application

You can submit your ‘about you’ registration form in alternative formats (such as Easy Read, large print, or audio). Any requests for adjustments to support your application should be sent to: [email protected]

Adjustments during workshops

Available support includes:

  • Easy Read, audio, and large print workshop materials
  • British Sign Language (BSL) interpreters and palantypists
  • Support animals permitted at in-person venues
  • Attendance of personal assistants or carers

Payment and impact on benefits

Important benefit impact notice

Participants attending a full workshop in a personal capacity will be offered a one-off payment plus reimbursement for travel and care expenses. However, this payment is treated as earnings and may affect means-tested benefits such as Universal Credit.

How to manage payment risk

  1. Consult your work coach: Speak to your work coach or post a message in your Universal Credit journal before participating.
  2. Opt-out or reduce payment: You can choose to participate without accepting the payment or request a lower amount so your entitlement is not disrupted.
  3. Proof letter: The Review team can provide a formal letter explaining your voluntary participation.

What the review has heard so far

Interim findings show widespread concern regarding how PIP currently operates. Participants in earlier stages described assessments and decision-making as:

  • Stressful and dehumanising
  • Difficult to trust
  • Prone to creating unnecessary barriers to independence

The co-chairs have stated their goal is to ensure PIP becomes fairer, more accessible, and better equipped to support disabled people’s dignity, choice, and independence.

Background on the findings: Learn more about the DWP’s initial report in our detailed article on what the Timms Review interim report means for your PIP claim

Have changes to PIP already been decided?

No. The workshops are being held specifically because recommendations are still being shaped and tested.

  • The steering group will refine its proposals over the coming months before submitting its report to the Secretary of State for Work and Pensions in autumn 2026.
  • The government has previously confirmed that PIP will remain a non-means-tested cash benefit for people both in and out of work.
  • However, assessment criteria, evidence rules, and decision-making structures remain part of the active policy discussion.

Why these workshops matter

Co-production requires that the people affected by policy decisions help shape them before they become fixed.

These workshops give disabled people the chance to test emerging ideas, identify unintended practical consequences (such as how rules affect fluctuating conditions or cognitive fatigue), and ensure recommendations reflect everyday reality. The Review has also promised to publish feedback explaining what input was taken forward and why.

How you can register your interest

To register your interest, follow these steps:

  1. Complete the form: Fill out the DWP ‘about you’ registration form
  2. Request alternative formats: Email [email protected] if you need support or adjustments to complete your application.
  3. Note key times:
    • Registration opened: 10:00 am on Wednesday 12 August 2026.
    • Registration closes: 5:00 pm on Friday 21 August 2026.
    • Outcome notification: Selected applicants will receive an email by Friday 4 September 2026.

Frequently asked questions

What are the Timms Review PIP workshops?

The Timms Review PIP workshops are 15 focus sessions taking place across the UK during September and October 2026. Disabled people and individuals with long-term health conditions will help test and refine emerging proposals for Personal Independence Payment reform.

When is the deadline to apply for a Timms Review workshop?

Registration closes at 5:00 pm on Friday 21 August 2026. Applications opened at 10:00 am on Wednesday 12 August 2026.

Do I need to currently receive PIP to participate?

No. Official guidance states participants should ideally have experience interacting with PIP, but being a current award recipient is not a strict requirement.

Can I attend a PIP workshop online?

Yes. Six of the 15 workshops are online, with dedicated sessions for Scotland, Northern Ireland, Wales, and English regions.

Could the workshop payment affect my Universal Credit?

Yes. The payment is treated as earnings and could affect means-tested benefits. You can ask your work coach for advice, opt out of receiving the fee, or accept a lower amount.

Have final PIP reforms already been decided?

No. Proposals are still being developed. The workshops will inform the final report due to be submitted to the Secretary of State for Work and Pensions in autumn 2026.

In summary

The Timms Review is moving from evidence gathering to defining its final recommendations. These 15 workshops offer disabled people a direct opportunity to scrutinise emerging PIP proposals before they are submitted to ministers this autumn. Because registration closes at 5:00 pm on 21 August 2026, prompt action is required if you wish to apply.
